To prevent unnecessary duplication of medical services, facilities, and equipment; and promote access, safe and adequate treatment, and quality improvement in healthcare facilities.
What we do
Initial Licensure
Licensure as a health care facility in Rhode Island requires approval by the Department of Health. This includes freestanding emergency care facilities, outpatient kidney treatment centers, organized ambulatory care facilities, and outpatient birth centers.

Certificate of Need
The Certificate of Need (CON) process is designed to prevent unnecessary duplication of expensive medical services and equipment. The review process has two-steps: a Letter of Intent (LOI) with a deadline of 26 April 2013 (for non expeditious applications) and the Certificate of Need (CON) application with a deadline of 10 June 2013 (for non expeditious applications). Change in Effective Control
A change in ownership, control, or lesse of a health care facility in RI requires approval by the Department of Health. This includes hospitals, nursing homes, organized ambulatory care facilities, outpatient kidney dialysis facilities, outpatient hospice care facilities, freestanding emergency care facilities, home health care providers, etc. (more)
